Verification candidates for positions vulnerable to corruption risks

And in the coming weeks, we will share useful information on establishing verification processes for candidates in positions vulnerable to corruption risks. We will go through the important aspects of implementing and managing this process step by step.

Let's start with the reasons why a business needs such verification:

 

1) to determine whether the employment contract conclusion with a candidate poses corruption risks to the company;

2) to determine whether the employment contract conclusion with a candidate will lead to a violation of anti-corruption legislation;

3) ensure that the candidate complies with the requirements of the Program and other company internal documents related to corruption prevention, conflict of interest, etc.

Such verifications are carried out before the appointment of a person to a position (both when selecting candidates among existing employees and among persons not employed by the company).

Verification is not initiated in respect of already appointed persons unless the verification is carried out with the aim of transferring an already appointed person to another position that is vulnerable to corruption risks.

 

A company must regulate the verification procedure in its internal policies to conduct verifications transparently and based on uniform and transparent rules.

In particular, the company should approve two fundamental documents:

 

  • Procedure for candidates’ verification for positions;
  • A list of positions vulnerable to corruption risks (may be an annex to the Procedure).

The basis for this post is the Methodological Recommendations of the National Agency on Corruption Prevention on verifying candidates for positions vulnerable to corruption risks, which were prepared with the assistance of UNIC experts.
