We call to resuscitate open data - Open statement of RISE Ukraine - Coalition for Reconstruction.
As the RISE Ukraine Coalition member, UNIC supports the need to open valuable open data sets that have been closed since the beginning of the war. It is on this data that Ukraine's anti-corruption infrastructure has been built over the years, and the transparency and accountability of our country's reconstruction depends on it.
It is worth noting that the so-called "three-part test" was never applied when restricting access to this important public information. That is, the restriction of access to the data was initially carried out contrary to the requirements of the law. In addition, in many cases of access restrictions, the administrators did not issue an official decision that would serve as a legal basis for the respective restrictions. Thus, these restrictions were not only illegal but also highly non-transparent.
The Coalition's member organizations and the Public Council offer their assistance in analyzing the risks associated with data disclosure, developing informed decisions on data disclosure, and communicating with data owners.
The public and business call on data controllers to publish open data. To this end, we invite security agencies to engage in public communication with data controllers, civil society, and the Ministry of Digital Transformation of Ukraine to discuss the amendments to Resolution No. 835 of 21.10.2015.
