Last week, UNIC performed at the Forum of Anti-Corruption Commissioners "Keys to Transparent Restoration" organized by the Ministry for Communities, Territories, and Infrastructure Development of Ukraine.

During the Forum's panel discussion, "Professional Development of Anti-Corruption Professionals: Trends and Challenges,” representatives of the NACP, NABU, and the Restoration Agency spoke about new challenges facing anti-corruption commissioners due to military aggression and Ukraine's reconstruction, mechanisms for maintaining transparency in all processes of stakeholders involved - both from the public and private sectors, requirements of international organizations to the parties involved in the reconstruction, and the priority of raising awareness for anti-corruption commissioners.

Yuliia Vrublevska, UNIC Project Coordinator, joined the discussion and told the participants about the business demand for transparency in the reconstruction process and the related expectations on compliance officers as one of the first lines of defense for state-owned companies. In addition, Yuliia presented the best practices of the private and public sectors in building a compliance control system for enterprises, including the successes of the UNIC Partnership Program members for State-Owned Companies, and drew attention to the UNIC's current business support activities and educational projects to promote integrity. Among the speakers of the panel were Tetiana Korotka, Deputy Business Ombudsman of Ukraine, and UNIC Executive Committee Member, who told the representatives of state-owned enterprises about the full range of issues (in the areas of infrastructure, energy, transport, and urban development) that businesses address to the Business Ombudsman Council.

In the Forum’s practical part, the UNIC organized a workshop with the participation of experts from the Organization for Economic Cooperation and Development (OECD) and COSA consulting company on "Key Steps to Build Compliance in State-Owned Companies in Accordance with International Standards". In addition, UNIC partner Corporate Governance Professional Association (CGPA) also joined the event and held a workshop called "Towards a culture of openness through work with whistleblowers," with the involvement of UNIC Executive Committee member Oleg Lagodienko, founder and director of Ethicontrol.

Using the Forum platform, the Ministry presented the Strategy for Professional Development of Anti-Corruption Commissioners of the Ministry, bodies coordinated by the Ministry, and state-owned companies under its management.

The following steps of the Ministry to implement the training strategy for the Commissioners include:

  • A professional adaptation program for all commissioners with up to 1 year of work experience
  • Commissioners’ training under the Trainers Training program
  • Development of a single digital platform for internal interaction
  • Cooperation with training centers where commissioners can improve their knowledge.

We are grateful to our partners for conducting the workshops and congratulate the Ministry on its initiative to support the professionalism and education of compliance officers!
