UNIC Recommendations Included In The OECD Pilot Report On Anti-Corruption Reforms In Ukraine
The OECD Anti-Corruption Network for Eastern Europe and Central Asia (ACN) has published a new report and recommendations for Ukraine as part of Pilot 5th Round of Monitoring Under the Istanbul Anti-Corruption Action Plan. The report was approved at the ACN, OECD plenary meeting at the end of 2021, before russia's full-scale invasion of Ukraine. The report analyzes anti-corruption laws and policies, Ukrainian anti-corruption institutions, the practice of investigation and prosecution of corruption offenses, including integrity in private sector. It contains areas for improvement and recommendations for the government to implement.
Today, the recommendations are even more relevant and should form the basis of the Recovery Plan for Ukraine. UNIC promotes this idea and highlights importance of ACN, OECD recommendations during the work and meetings of the Working Group on Anti-Corruption Policy ( National Council for Reconstruction of Ukraine from the Consequences of War)
The Ukrainian Network of Integrity and Compliance was involved in the 5th round of monitoring. Experts and participants of the Network joined the meetings with the ACN, OECD monitoring group in 2021.
It is important to highlight that recommendations on integrity in the private sector and public enterprises provided by Network were included in the new report. Among others, it is proposed to regulate at the legislative level and implement mandatory tools of "anti-corruption compliance" as a system of common rules and standards of ethical business conduct. It is also proposed to encourage public companies to join collective action initiatives like UNIC to encourage the development of their compliance functions.
