Fundamental rights, the rule of law, and the fight against corruption are not just words voiced at Ukraine’s negotiations with the European Union. They are real challenges that must be addressed today. One such challenge is the liability of legal entities for corruption offenses. Draft law No. 11443, adopted by the Verkhovna Rada as a basis, can either become an important step forward, or it may turn into a “framework” law that changes nothing in practice, adopted solely to continue negotiations on membership in the Organisation for Economic Co-operation and Development (OECD) and the EU. So, are we truly ready to change the rules and fight internal corruption?

UNIC has taken the lead in developing a model for independent compliance monitors to promote transparency, prevent violations, and ensure adherence to anti-corruption standards. During a working meeting with the National Agency for the Prevention of Corruption (NACP) and independent monitors from the USA and the UK, UNIC expressed its commitment to supporting the further development of this concept for implementation in Ukraine.

The Ukrainian Network of Integrity and Compliance (UNIC) has submitted several amendments to Draft Law No. 11443, aimed at strengthening the liability of legal persons for corruption offenses involving foreign officials. The amendments have been sent to the Verkhovna Rada Committee on Law Enforcement for consideration during the revision of the draft for the second reading.
