UNIC supports RISE Ukraine statement on transparency risks

The Ukrainian Network of Integrity and Compliance (UNIC), together with the civil society coalition RISE Ukraine, calls on Members of Parliament not to adopt draft law No. 11533 in its current version. Adoption of this law would significantly restrict access to vital information, jeopardizing Ukraine’s European integration path, transparent reconstruction, public oversight, and the fight against corruption abuses that may arise during post-war recovery.
The RISE Ukraine Open Data Group, which includes UNIC representatives, has long been advocating for the restoration of access to state registers and databases based on a risk-oriented approach.
UNIC supports the call to the authors of the draft law to:

Conduct a thorough risk analysis of restricting data access and assess possibilities for protecting information on defense enterprises under the state secrecy regime

Organize an open discussion with civil society and stakeholders to evaluate the necessity and proportionality of the proposed restrictions

Based on the analysis and consultations, withdraw draft law No. 11533 and, if necessary, initiate a new document taking into account the provided recommendations
